As we always like to filter free databases, we will do so here as well. One of the service's databases is from Plan Ceibal, with 1 million Uruguayan citizens. Here, we will filter a sample of 33,000 citizens. Ceibal is a Uruguayan government organization responsible for distributing devices to citizens. These devices are traceable and identifiable by Ceibal. In this case, the database contains not only the owner of each device, but also the device history and unique serial number [UUID]. This is not the only database we have from Ceibal. This operation is part of something much bigger, and this is just the tip of the iceberg.

Details of the Data breach: Full name, cedula de identidad [DNI - ID Number], Device history, Serial number [UUID], Sales number,Date of assignment & Time and minute of the assignment
Date of data breach: July, 2025 [in the public domain on September 29, 2025]
citizens in sample database: 33k

The database of 1 million citizens stolen from Ceibal's internal network can be consulted by anyone using our intelligence service to search for Uruguayan citizens. We recently posted here on the forum about this service, which you can see here. As I said before, this is just the tip of the iceberg when it comes to the Uruguayan government data leaks published today. In relation to Plan Ceibal, we also accessed another database, which is the CREA Ceibal platform, where we gained privileged access and captured personal data from more than 1.2 million user accounts [students, teachers, and Ceibal employees]. Something that surprised even us is that they had no security in relation to the metadata of the uploaded images. With this, any CREA user who has metadata in their profile photo can be tracked.
